Empower ECER is a dual-purpose initiative under the Human Capital Development Program. This inclusive program was launched by ECERDC in 2010 and consists of:
a) Skills and Entrepreneurship Training Program targeting low-income and underprivileged youth and adults.
b) Academic Training Program aimed at underperforming students from underprivileged families who will be sitting for major public examinations.
Empower ECER is implemented in Kelantan through UMK in the districts of Jeli, Bachok, Ketereh, Gua Musang, Pasir Puteh, and Tanah Merah.
